Ant colony vs. bandit vs. naive rule

The workload is 55% Standard, 25% Priority, and 20% Fee-sensitive. Ten paired seeds run 1,200 simulated payments each through three policies that never see the closed-form model — only the realized outcome of each payment: a naive rule that never adapts, an epsilon-greedy bandit, and the ant colony.
